Before the elbow injury, Monegro looked like a credible upper-minors starter candidate because of a broad mix, average control and a cutter that gave him a reliable way to compete in the strike zone. The fastball quality is more ordinary than the velocity readings suggest, and the splitter remains inconsistent, leaving him without a clearly plus foundational weapon. Tommy John surgery makes the development path substantially less certain; the immediate objective is restored health, then recovery of mid-90s velocity, cutter depth and strike-throwing. If the cutter and command return, a multi-inning relief role or back-end rotation look is possible, but the conservative projection is an up-down reliever.
